Dignity through affordable housing: Tender submissions open for new Belhar Gap housing development

As part of the City’s drive to enable more access to affordable housing opportunities on well-located land across the metro, it has issued a new tender in Belhar for affordable opportunities to first-time homeowners. The City encourages private sector developers to contact the City for more information and to submit their tender submissions by 18 May 2026.

‘The City’s accelerated land release programme for affordable housing continues to gain momentum, bringing investment-ready properties to market.

‘The latest tender for a Belhar property presents an opportunity to develop homes targeted at homebuyers. The development will include a mix of First Home Finance (FHF) housing and affordable ownership options tailored for mid-income, first-time homeowner households. The City’s Affordable Housing Programme supports households earning below the market-aligned, inflation-adjusted monthly income threshold of R34 000 responding more realistically to current housing demand trends.

‘The property is being packaged as part of the City’s Affordable Housing Programme, which aims to deliver well-located housing opportunities for low- and moderate-income households. Feasibility modelling undertaken by the City’s appointed consultants indicates a potential yield of approximately 400 housing opportunities on the site, subject to final design and approvals. The proposed development yield and built form are informed by this modelling to ensure a viable, sustainable and appropriately scaled development,’ said the City’s Mayoral Committee Member for Human Settlements, Councillor Carl Pophaim.
